Classical (1950-60s) deterrence rests on the other side's belief that you will counter with great force despite the net negative impact on yourself. Does anyone believe that the modern US state would behave this way?

Prof. Rummelt - I'm a big fan of your work (I had the pleasure of working with Andy Marshall on a few projects while teaching at West Point and so collided with your ideas) and so was very excited to see your comments popping up!
